Comprehensive Course on Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023
Course introduction:
In 2020, the Government of India embarked on an ambitious exercise of reforming the Criminal Justice System. On 11th August 2023, three bills titled Bharatiya Nyaya Sanhita (BNS), 2023, Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 and Bharatiya Sakshya Bill, 2023 seeking to repeal and replace the Indian Penal Code (IPC), 1860, the Code of Criminal Procedure (CrPC), 1973 and the Indian Evidence Act (IEA), 1872 respectively, were introduced in the Parliament. These laws came into force on 1st July, 2024.
The Bharatiya Nagarik Suraksha Sanhita (BNSS) marks a significant reform in India's legal framework governing law enforcement and public security. It seeks to update and streamline procedural laws to enhance the efficiency, transparency, and accountability of policing while safeguarding the rights of citizens. This course provides a detailed analysis of the BNSS, its legislative structure, key provisions, and its critical role within the broader framework of India’s criminal justice system
About the course instructor:

Justice Mathew earned his Law degree from Law College, Thane (University of Bombay). He commenced his judicial career in 1988 as a Munsiff-Magistrate and was promoted to Sub Judge in 1992, later advancing to the position of District Judge in 2001. He served as the Director of the Kerala Judicial Academy from 2010 to 2012 and as Registrar (Vigilance) of the High Court of Kerala in 2012. From March 2013 to December 2013, he held the position of District & Sessions Judge.
Justice Mathew was sworn in as an Additional Judge of the High Court of Kerala on January 1, 2014, and became a Permanent Judge on March 10, 2016. He retired on January 18, 2019. Currently, he is an Honorary Professor at Live Law Academy and has graciously agreed to teach the Code of Criminal Procedure/Bharatiya Nagarik Suraksha Sanhita.
