In 2020, the Government of India embarked on an ambitious exercise to reform the Criminal Justice System. On 11th August 2023, three path-breaking bills—Bharatiya Nyaya Sanhita (BNS), 2023, Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, and Bharatiya Sakshya Adhiniyam (BSA), 2023—were introduced in Parliament to replace the Indian Penal Code (IPC), 1860, Code of Criminal Procedure (CrPC), 1973, and Indian Evidence Act (IEA), 1872 respectively. These laws came into force on 1st July 2024.
The Bharatiya Nagarik Suraksha Sanhita (BNSS) marks a major reform in India’s procedural criminal law. It aims to modernise and streamline processes, enhance transparency, improve policing efficiency, and strengthen citizen rights.
This course provides a comprehensive and structured understanding of BNSS, its provisions, legislative evolution, comparative changes, and relevance within India’s criminal justice system.

Justice Mathew earned his Law degree from Law College, Thane (University of Bombay). He joined the judicial service in 1988 as a Munsiff-Magistrate and went on to serve as Sub Judge (1992) and District Judge (2001). He was the Director of Kerala Judicial Academy (2010–2012) and Registrar (Vigilance) of the High Court of Kerala (2012).
He served as District & Sessions Judge and later became an Additional Judge of the High Court of Kerala on January 1, 2014, and a Permanent Judge on March 10, 2016. He retired on January 18, 2019.
He is currently an Honorary Professor at LiveLaw Academy and has taught Criminal Procedure/BNSS extensively.
