In 2020, the Government of India embarked on an ambitious exercise to reform the Criminal Justice System. On 11th August 2023, three landmark bills—the Bharatiya Nyaya Sanhita (BNS), 2023, Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 and Bharatiya Sakshya Bill, 2023—were introduced to replace the IPC, CrPC and IEA respectively. These new laws came into force on 1st July 2024.
The Bharatiya Nagarik Suraksha Sanhita (BNSS) reforms procedural law with emphasis on efficiency, transparency, accountability and citizen rights.
The Bharatiya Nyaya Sanhita (BNS) modernises substantive criminal law to reflect contemporary societal needs.

Justice Mathew is a Former Judge of the High Court of Kerala. A distinguished alumnus of Law College, Thane (University of Bombay), he joined the judicial service in 1988 and has served as Director of the Kerala Judicial Academy, Registrar (Vigilance) of the High Court of Kerala, and District & Sessions Judge.
He was appointed as an Additional Judge of the Kerala High Court in 2014 and became a Permanent Judge in 2016, serving until his retirement in 2019.
As Honorary Professor at LiveLaw Academy, he teaches the Code of Criminal Procedure (Bharatiya Nagarik Suraksha Sanhita) and the Law of Evidence (Bharatiya Sakshya Adhiniyam), offering learners unmatched judicial insight and clarity.
